If you live in Kuwait, you may notice it immediately
These are evacuating from New Orleans because of hurricane threat “Gustav”. The street is crowded and yet nobody seems to be using the emergency lanes!!

That is true, but it is also true that in Kuwait they would use the emergency lane even when their isn’t an emergency!

I think it is a Kuwaiti belief that this is just another lane with a different structure designed for their convenience
