You could nail them just by the fact that someone else has their credentials. Our network admin checks regularly for abusers. Once he caught a user downloading with a p2p software .. we unplugged his PC and took his monitor for a day and reported it to his manager :p He caught a manager downloading over p2p, the net admin kicked the manager's user out of the network for an hour :p I love this guy. Hahaha!! CLASSIC!
